It was established that payment voucher number 4040 being payment to Jomo Kenyatta University of Agriculture & Technology amounting to Kshs. 1,657,800 for 57 quarantined persons was paid on 30 June, 2020. However, only quarantine expenditure schedules for 51 individuals had been provided. The facility offered accommodation at the rate of Kshs. 4,000 per day for thirteen days meaning that Kshs.312,000 for the extra 6 persons may have been incurred for services not provided contrary to section 104 of the Public Finance Management.
